With the escalating costs of landslides, the challenge for local authorities is to develop institutional arrangements for landslide risk management that are viewed as efficient, feasible and fair by those affected. For this purpose, the participation of stakeholders in the decision-making process is mandated by the European Union as a way of improving its perceived legitimacy and transparency. This paper reports on an analytical-deliberative process for selecting landslide risk mitigation measures in the town of Nocera Inferiore in southern Italy. The process was structured as a series of meetings with a group of selected residents and several parallel activities open to the public. The preparatory work included a literature/media review, semi-structured interviews carried out with key local stakeholders and a survey eliciting residents’ views on landslide risk management. The main point of departure in the design of this process was the explicit elicitation and structuring of multiple worldviews (or perspectives) among the participants with respect to the nature of the problem and its solution. Rather than eliciting preferences using decision analytical methods (e.g. utility theory or multi-criteria evaluation), this process built on a body of research—based on the theory of plural rationality—that has teased out the limited number of contending and socially constructed definitions of problem-and-solution that are able to achieve viability. This framing proved effective in structuring participants’ views and arriving at a compromise recommendation (not, as is often aimed for, a consensus) on measures for reducing landslide risk. Experts played a unique role in this process by providing a range of policy options that corresponded to the different perspectives held by the participants.
Floods account for more than half of the global hydrometeorological risks. Severe floods cause significant economic shocks and loss of lives, particularly for developing countries such as Jamaica. There is need for more information on the present and projected flood risks to justify macro-scale planning for climate change adaptation and facilitate the decision-making processes. In this study, a catalogue of 198 flood events occurring between 1678 and 2010 is compiled for Jamaica and used to examine the climatology, occurrence, trends, causes and duration of the island’s severe events. The annual flood risk is estimated to be a loss of life rate of 4 persons and estimated annual damage of USD96.3 million per annum in 2010 values and approximately 0.84 % of GDP per annum. Macro-scale models for flood risks (deaths and damages) are also developed using data from the flood catalogue and maximum precipitation at the town and parish level. The models examine the relationship between flood risks (death and damages) and extreme rainfall depths and intensities. Future climate risks of loss of lives and damages are predicted to increase 11 and 9 %, respectively, to 4.4 persons and USD105.2 million per annum. 相似文献
We have empirically estimated how often fireball shocks produce overpressure (∆P) at the ground sufficient to damage windows. Our study used a numerical entry model to estimate the energy deposition and shock production for a suite of 23 energetic fireballs reported by U.S. Government sensors over the last quarter century. For each of these events, we estimated the peak ∆P on the ground and the ground area above ∆P thresholds of 200 and 500 Pa where light and heavy window damage, respectively, are expected. Our results suggest that at the highest ∆P, it is the rare, large fireballs (such as the Chelyabinsk fireball) which dominate the long-term areal ground footprints for heavy window damage. The height at the fireball peak brightness and the fireball entry angle contribute to the variance in ground ∆P, with lower heights and shallower angles producing larger ground footprints and more potential damage. The effective threshold energy for fireballs to produce heavy window damage is ~5–10 kT; such fireballs occur globally once every 1–2 years. These largest annual bolide events, should they occur over a major urban center with large numbers of windows, can be expected to produce economically significant window damage. However, the mean frequency of heavy window damage (∆P above 500 Pa) from fireball shock waves occurring over urban areas is estimated to be approximately once every 5000 yr. The North Anatolian Fault Zone (NAFZ) is one of the most hazardous active faults on Earth, yet its Pliocene space‐time propagation across the north Aegean domain remains poorly constrained. We use low‐temperature multi‐thermochronology and inverse thermal modelling to quantify the cooling history of the upper crust across the Olympus range. This range is located in the footwall of a system of normal faults traditionally interpreted as resulting from superposed Middle–Late Miocene N–S stretching, related to the back‐arc extension of the Hellenic subduction zone, and a Pliocene‐Quaternary transtensional field, attributed to the south‐westward propagation of the NAFZ. We find that accelerated exhumational cooling occurred between 12 and 6 Ma at rates of 15–35 °C Ma?1 and decreased to <3 °C Ma?1 by 8–6 Ma. The absence of significant Plio‐Pleistocene cooling across Olympus suggests that crustal exhumation there is driven by late Miocene back‐arc extension, while the impact of the NAFZ remains limited. 相似文献
The horizontal reactive media treatment well (HRX Well®) uses directionally drilled horizontal wells filled with a treatment media to induce flow-focusing behavior created by the well-to-aquifer permeability contrast to passively capture proportionally large volumes of groundwater. Groundwater is treated in situ as it flows through the HRX Well and downgradient portions of the aquifer are cleaned via elution as these zones are flushed with clean water discharging from the HRX Well. The HRX Well concept is particularly well suited for sites where long-term mass discharge control is a primary performance objective. This concept is appropriate for recalcitrant and difficult-to-treat constituents, including chlorinated solvents, per- and polyfluoroalkyl substances (PFAS), 1,4-dioxane, and metals. A full-scale HRX Well was installed and operated to treat trichloroethene (TCE) with zero valent iron (ZVI). The model-predicted enhanced flow through the HRX Well (compared to the flow in and equivalent cross-sectional area orthogonal to flow in the natural formation before HRX Well installation) and treatment zone width was consistent with flows and widths estimated independently by point velocity probe (PVP) testing, HRX Well tracer testing, and observed treatment in downgradient monitoring wells. The actual average capture zone width was estimated to be between 45 and 69 feet. Total TCE mass discharge reduction was maintained through the duration of the performance monitoring period and exceeded 99.99% (%). Decreases in TCE concentrations were observed at all four downgradient monitoring wells within the treatment zone (ranging from 50 to 74% at day 436), and the first arrival of treated water was consistent with model predictions. The field demonstration confirmed the HRX Well technology is best suited for long-term mass discharge control, can be installed under active infrastructure, requires limited ongoing operation and maintenance, and has low life cycle energy and water requirements. 相似文献
River engineering projects are developing rapidly across the globe, drastically modifying water courses and sediment transfer. Investigation of the impact of engineering works focuses usually on short-term impacts, thus a longer-term perspective is still missing on the effects that such projects have. The ‘Jura Water Corrections’ – the largest river engineering project ever undertaken in Switzerland – radically modified the hydrological system of Lake Biel in the 19th and 20th Century. The deviation of the Aare River into Lake Biel more than 140 years ago, in 1878, thus represents an ideal case study to investigate the long-term sedimentological impacts of such large-scale river rerouting. Sediment cores, along with new high-resolution bathymetric and seismic reflection datasets were acquired in Lake Biel to document the consequences of the Jura Water Corrections on the sedimentation history of Lake Biel. Numerous subaquatic mass transport structures were detected on all of the slopes of the lake. Notably, a relatively large mass transport complex (0·86 km2) was observed on the eastern shore, along the path of the Aare River intrusion. The large amount of sediment delivered by the Aare River since its deviation into the lake likely caused sediment overloading resulting in subaquatic mass transport. Alternatively, the dumping since 1963 in a subaquatic landfill of material excavated during the second phase of river engineering, when the channels flowing into and out of Lake Biel were widened and deepened, might have triggered the largest mass transport, dated to 1964 or 1965. Additional potential triggers include two nearby small earthquakes in 1964 and 1965 (MW 3·9 and 3·2, respectively). The data for this study indicate that relatively large mass transports have become recurrent in Lake Biel following the deviation of the Aare River, thus modifying hazard frequency for the neighbouring communities and infrastructure. 相似文献
This study presents a statistical landslide susceptibility assessment (LSA) in a dynamic environment. The study area is located in the eastern part of Lanzhou, NW China. The Lanzhou area has exhibited rapid urbanization rates over the past decade associated with greening, continuous land use change, and geomorphic reshaping activities. To consider the dynamics of the environment in the LSA, multitemporal data for landslide inventories and the corresponding causal factors were collected. The weights of evidence (WofE) method was used to perform the LSA. Three time stamps, i.e., 2000, 2012, and 2016, were selected to assess the state of landslide susceptibility over time. The results show a clear evolution of the landslide susceptibility patterns that was mainly governed by anthropogenic activities directed toward generating safer building grounds for civil infrastructure. The low and very low susceptibility areas increased by approximately 10% between 2000 and 2016. At the same time, areas of medium, high and very high susceptibility zones decreased proportionally. Based on the results, an approach to design the statistical LSA under dynamic conditions is proposed, the issues and limitations of this approach are also discussed. The study shows that under dynamic conditions, the requirements for data quantity and quality increase significantly. A dynamic environment requires greater effort to estimate the causal relations between the landslides and controlling factors as well as for model validation. 相似文献
The nonlinear dynamics of long-wave perturbations of the inviscid Kolmogorov flow, which models periodically varying in the horizontal direction oceanic currents, is studied. To describe this dynamics, the Galerkin method with basis functions representing the first three terms in the expansion of spatially periodic perturbations in the trigonometric series is used. The orthogonality conditions for these functions formulate a nonlinear system of partial differential equations for the expansion coefficients. Based on the asymptotic solutions of this system, a linear, quasilinear, and nonlinear stage of perturbation dynamics is identified. It is shown that the time-dependent growth of perturbations during the first two stages is succeeded by the stage of stable nonlinear oscillations. The corresponding oscillations are described by the oscillator equation containing a cubic nonlinearity, which is integrated in terms of elliptic functions. An analytical formula for the period of oscillations is obtained, which determines its dependence on the amplitude of the initial perturbation. Structural features of the field of the stream function of the perturbed flow are described, associated with the formation of closed vortex cells and meandering flow between them. As a supplement, an asymptotic analysis of nonlinear dynamics of long-wave perturbations superimposed on a damped by small viscosity Kolmogorov flow (very large, but finite Reynolds numbers) is made. It is strictly shown that all velocity components of the perturbed flow remain bounded in this case. 相似文献
